Prepaid electricity meter

I have a prepaid box installed by the Landlord. I live in one of his seperate entrance in Kraaifontein. I have experienced that the electricity is extremely expensive. The prepaid box was installed about a month ago. Since then I have spent approximately R400 which for me is too much. On 30/7/2014 at between 14h00 and 15h00 I have phoned CitiqPrepaid and have explained that the electricity is expensive. I spoke to a gentleman who put the fone down and a guy by the name Simon and wanted some answers but he also put the phone down. According a Citiq a 10 % is charged for what reason I would like to know, that is why the electricity is so expensive. Surely electricity is a basic service that every South African has the right to. I have enquired at City of Cape Town and Eskom and have received no assistance.
