Incorrect Billing

I have been billed incorrectly from the beginning of my service. It appears to be IMPOSSIBLE to speak to anyone at Neotel to correct this issue.
At this time, my query remains unanswered and unresolved.
A technician has been on site last week and has confirmed that the original installation was not completed correctly, so I believe someone at Neotel has been using my data. But the responsibility remains with NEOTEL as their installation was not completed correctly.
I require someone from NEOTEL to contact me URGENTLY to resolve this issue.
