I am on the Colorado and Federal no call list and I just (Sept. 14,2011) received an unsolicited phone solicitation from Health Enrollment Center.
I know it was Health Enrollment Center calling because I followed the automated request in the automated call and pressed 5 ("to enroll in dental insurance" or something close to that. When the salesperson came on and asked if I wanted to get dental insurance I asked why they were calling me when I am on the no call list.
The salesperson immediately hung up. Health Enrollment Center is ignoring the law that protects me from unsolicited sales calls.
