I have used Pay Pal for years for online purchases. Recently I made an online purchase of an upgrade for a computer program and charged it through PayPal to my VISA card.
Without my knowledge an automatic upgrade kicked in around the same time and was charged to me through "Bill Me Later." As soon as I found out I logged into Bill Me Later and disputed the charge. I then submitted copies of emails from the software company whose software I upgraded saying that they had no record of that second charge. I also provided copies of my VISA bill showing payment of the one download. I explained to them that I would have no reason to have upgraded the software twice within days and been expected to pay twice for the same thing.
It took two weeks for Bill Me Later to come to the conclusion that I did not provide enough proof to them and that if I did not pay the bill they would begin to charge interest. Rather than accumulate interest and possibly have my credit rating affected I went ahead and sent them a check.
I have read all of the other ratings on PayPal and Bill Me Later and have come to the conclusion that a scam was perpetrated on me. I would advise anyone who charges on line to go ahead and charge any purchases to their credit cards immediately and NOT go through PayPal and especially "Bill Me Later."
