Newspapers continually not being delivered

Our company, Allcare, took out an annual subscription to Mail & Guardian late last year. We have regretted this ever since. The delivery of newspapers has been most erratic and inconsistent. It is a miracle if we actually get a delivery two weeks in a row. We'd get the paper one week, and then nothing for the next 2 or 3 weeks. And when we call the call centre, the standard response usually is that they will "look into it". However, the source and cause of the problem never seems to be resolved. We have spent hours on the phone speaking to various people. It's reached the stage where we think we should cancel the subscription. However, we have already paid and I can guarantee that it will be an absolute nightmare to try to get a refund. If this kind of service is anything to go by
