I am a seller on eBay and had a buyer who was mean and ugly. She violated my return policy and yet insisted after 3 weeks that the item was broken when she received it. This was even though she had written to me newly after receiving the item and had said nothing. I agreed to refund her money once she sent the item back, because eBay is known for treating sellers like trash and I knew they would order me to refund her if she proved she had shipped the item.
The buyer mails out the item and then escalates the case to eBay on the day she mailed out the item. Because I had not refunded her the money before the case was escalated, eBay did not refund my final value fees. They charged me and also downgraded my seller status - I am not allowed to list more than 20 items per month. All attempts to explain that I had promised to refund the buyer before she escalated the case, but was waiting for the item to arrive, were of no avail. I appealed etc. And got a nonsensical response, which is probably standard.
