What is an upgrade?

My mother, a pensioner had a contract for the her other daughters for the two not 0764404241 & January 2015 she did an upgrade. She is being charged for both the old and new contract... This matter has been escalated via branch and vodacom call centre but none of this people are helping... Vodacom is busy hiring unskilled workers who don't understand and cant communicate to their clients. She is being charged R1000 for the past two months instead of R586
